Denied. Master and higher ranks must be requested through the Approvals department. You may keep your Mastery in Zanjutsu because your old character had it, but you will have to earn the Hoho rank in character.
Your math checks out everywhere else, though. I'll wait to edit your sidebar until you respond to this, in case you want to put that 200 GP towards more stats.
Also you're probably aware of this, but you also have Hakuda, either Bakudo or Kaido, and a custom skill slot in addition to what you have listed. It's totally okay to have Rank: None, just letting you know you have the option of putting points in those things too.

GP allocation approved.
However, your base GP should be much higher than that, since what you earned from rank ups/milestones should have been added to it. As far as I can figure, your base should be 3400. This doesn't increase your total.
