So, correct me if I'm wrong but they do use, for example, Hoho and the like still yes? Even sans Doll? And theoretically could use reishi if they stole it, the latter being a more fluff bit given I'm assuming WE assume they 'stole' reishi when using things.

So yes, that is a constant no matter who or what you are, a Bount is capable of functioning without their Doll and are built as a normal character would be - they just don't have powers. Their Doll has powers, they must rely on skills and techniques exclusively if they are without their Doll. Its the same thing as a Shinigami. They don't have powers, their Zanpakuto does. Without it? They can still fight and function, some better than others (some lean too heavily on their Zanpakuto but someone who uses Kido has no such problem for example), but obviously they are losing an advantage by not employing the thing that has their powers.
The question is a bit odd - everyone can fight without their powers if they so choose, Bounts are no different. They can still fight, use other weapons, use Bitto, use techniques, etc. and they have reiryoku to employ like every other spiritual creature. They just need to feed on living sources of reiryoku to function instead of being able to absorb latent reishi or eat inanimate reishi like a Hollow or Shinigami. Everyone has to eat to replenish their spiritual energy, Bount just have a dietary restriction.

I feel it may be pertinent to reiterate that the Bount arrangement isn't mechanically stamped off, as most things it requires other people in mechanics (probably Colin) to tinker and give it a thumbs up.
Seireitei is crumbling and the Gotei is a shell of its former self. Ravaged by the plague, the surviving Shinigami struggle to maintain the balance, but with so few of them left, the work is taxing and their fortress-city has fallen to neglect. The Arrancar have rebuilt Las Noches and are rallying. The throne remains empty, but self-styled Espada have risen up from among them and are vying for control, each one endlessly testing the others’ weaknesses. Too evenly matched for any one of them to claim the crown, they bide their time, waiting for the opportune moment.
On Earth, all seems well—but there is a war being fought in the shadows as the mortals find themselves lacking the protection they once had and so sorely need. The Quincy, having realized the oppressive specter of the Shinigami is no more, are flourishing, and are fighting the Hollow-breeds with renewed vigor.
