Wanted to clear up potential misconceptions:

Divisions other than e.g. the Eleventh and Thirteenth absolutely maintain presences on Earth, just that these two divisions probably have "larger" presences. Just because other divisions have specialities doesn't mean to imply they avoid the duty that defines all Shinigami altogether; rather the higher up on the food chain you are the rarer it is you "cycle out on deployment to Earth" so to speak.

The lower your rank, the "further away" from the division's duty you get and the more you become interchangeable with other divisions—remember past a certain point there can be multiples of the same seat so it's not like there are only 20 officers in every division including the captain and lieutenant.

If you're an unseated Shinigami in e.g. the Sixth odds are you work in the capacity as an MP from time to time in the same way that if you are in the First you perform clerical administrative duties once in a while but for the most part you are still just a Shinigami and you still get sent to Earth. Some divisions are probably a little more unique, such as the Fourth and Twelfth where even lower seated or unseated Shinigami are more "specialized" but the Fourth in particular deploys many of their lower ranks to Earth specifically to serve in that capacity.

So to reiterate: outside the Thirteenth where a presence on Earth is kinda their purpose (and thus all ranks are regularly there), it's common for lower seated Shinigami of all divisions to be deployed there too, and even higher seats aren't freed from the obligation either. Shinigami are Shinigami first and foremost. A division's specialization does not immunize its members, rather it takes on more work of that kind than others but only when necessary. The Ninth, for example, doesn't just sit in Seireitei and twiddle their thumbs all day just because Seireitei isn't being invaded. In situations like the present I think it's probably even safe to say that many divisions are on Earth far more often than they are used to.

Very good to get out ahead of this.

Even as a Fourth Seat, Yuu knows that his next assignment on Earth is always coming along.

If I had to put a rank to it, I'd say it's likely only Lieutenants and Captains really get out of it entirely -- and even then, only maybe. Otherwise, you're all subject to assignment on Earth.

Soul janitors first, everything else second.

Precisely. And captains and lieutenants are the ones who get called when the situation gets really dire on Earth so while they escape the boring everyday shit, they don't fully escape the danger; they just get to experience it when it peaks.

i kinda envisioned deployments to Earth kind of being handled by a central authority; for ex. in my app i wrote about members of the Third being deployed with other teams as kind of a specific combat setup. do you guys think that those duties would be handled on a division by division basis?

also might be good to get a rough idea of how often people get out to Earth: my mental picture was most recruits are basically on constant deployment with shore leave, low seated officers maybe alternate tours, higher-seated officers once every few years?

Well that doesn't really take into account all divisions and their needs. For example the 2nd, 4th, and 12th division might send their least skilled in division related skills or their most unnecessary. Like for example in the 2nd, send the worst assassin, the 4th could send part of their janitorial staff, and the 12th could just send those they accept for general labor/cleaning duties so all scientists can remain and work.

I would assume that the 13th, who is generally in charge of Earth operations, would be the one to coordinate multi-Division teams and things of that nature - but I'm sure more mundane occurences and general deployments (who gets sent and when) are handled on a Division by Division basis.

Elizabeth Wurtzel, whose startling 1994 memoir, “Prozac Nation: Young and Depressed in America,” won praise for opening a dialogue about clinical depression and helped introduce an unsparing style of confessional writing that remains influential, died on Tuesday in Manhattan. She was 52.

Critics were divided over the confessional tone of “Prozac Nation.” But Michiko Kakutani of The New York Times wrote that it “ultimately wins the reader over.”
